Biscoe Street, the main thoroughfare into Helena-West Helena, used to greet visitors with the unpleasant sights of abandoned strip malls, burned-out buildings, and a cinder-block apartment complex. During their strategic planning sessions, Phillips County residents decided visitors’ first impressions of their county seat should match the new positive direction of their community. Southern provided $165,000 to clean-up the Biscoe Corridor and worked with the city to remove the dilapidated buildings from the street. Residents of the cinder-block apartments were given both financial and hands-on assistance in finding new, high-quality places to live. Biscoe Street is now becoming a beautiful “greenspace corridor,” a fitting welcome to a community on the upswing.
